Tournament Seedings:
Each nations seedings for the 2009 SP Brewery Pacific Cup is based upon the nations respective results in the 2008 Rugby League World Cup, and 2007 Rugby League World Cup Qualifiers.

The top three seeded nations have instantly qualified for the 2009 event to be held in Port Moresby, PNG, whilst the fourth and fifth seeded sides will play off in a qualifying match in Cairns.
