Melbourne Storm coach Craig Bellamy said his side will have to tighten up their discipline if they are to continue their perfect start to the season against the Panthers next week.
Bellamy was happy to leave the nation's capital with the points after beating the Raiders 22-10 but he was adamant penalties cannot continue at the rate they did in the second half at GIO Stadium.
Melbourne gave up twice as many penalties as they did in their first-round victory over Brisbane and almost invited Canberra back into the game.
"It was really disappointing, we gave away a fifth-tackle penalty which basically turned the game," Bellamy said.
"I thought we were pretty much in control and then they scored off that and we had to batten down the hatches.

"I have to give Canberra a lot of credit - it could have been easy for them to go away and say 'this is a bit too hard tonight' but they stuck to their guns and made us work for this."
Fijian flyer Suliasi Vunivalu bagged his fifth career hat-trick as the Storm flew out of the gates, capitalising on a number of over-eager defenders on the Raiders' left edge.
"We planned a couple of things on both sides, but on the night those guys on the right saw those opportunities," Bellamy said.
"It was great to see Suli score three tries again. He had a bit of work to do on at least one of them but there was some great work done on the inside of him before them as well."
Dale Finucane also shone for the Storm in another destructive effort, making 180 metres from 19 runs with three tackles breaks and one line break. He also threw in 32 tackles for good measure.
Despite the slew of second-half penalties the Storm were able to make the most of their scoring chances to make it five wins in a row against Canberra.
The win gave the Storm another reason to celebrate, with the NRL debut of 23-year-old Marion Seve, who overcame stage three cancer in 2012
"He has come through with great resilience and great determination," Bellamy said.
"Before he left school he got testicular cancer and then lost his dad when he went to the Tigers so it's been a really tough ride for him.
"I would have loved to have given him a bit more time tonight but the Raiders were coming at us.
"But he's a terrific kid and he's had a terrific pre-season and hopefully he'll play a lot more first grade."
